e, APPENDIX A NOTICE OF VIOLATION Mississippi Power and Light Company Docket No. 50-416 Grand Gulf License No. NPF-13 As _a result of the inspection conducted on May 23 - 27, 1983, and in accordance
-with the NRC Enforcement Policy, 47 FR 9987 (March 9, 1982), the following violation was identified.
l 10 CFR 50.59(b) requires that the licensee maintain records of changes in the facility and these records shall include a written safety evaluation which provides the bases for the determination that the change does not involve an unreviewed safety question.
Contrary to the above, design change packages (DCP) 82/3596(Replace 28VDC coil relays with 20VDC coil relays in APRM, SRM, and IRM trip circuits) and 82/3588 (Replace handswitches for standby diesel generator on panel 1H13-P864) failed to provide bases for the determination that these DCPs did not involve an unreviewed safety question.
This is a Severity Level IV Violation (Supplement I ).
Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
(1) admission or denial of the alleged viola-tion; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will
- be taken to avoid further violations; and (5) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown.
