Pursuant to the Licensing Board's direction (Tr. 8567_8569), enclosed herewith is the "NRC Staff's Proposed Opinion, Findings of Fact and Conclusions of Law (Construction Pennit)."
In accordance with the procedure agreed upon by the parties and approved by the Licensing Board, the Staff addresses only matters which are in addition to or in conflict with the Applicants' proposed opinion, findings of fact and conclusions of law filed on August 15, 1983.
Also enclosed herewith is the " Supplemental Affidavit of Lewis G. Hulman,"
which clarifies and revises certain portions of the hearing transcript.
The enclosed affidavit is unsigned due to Mr. Hulman's unavailability.
A signed and notarized copy of the affidavit will be submitted shortly.
