5.5 EOP Maintenance To maintain EOPs as current and accurate as possible, Public Service Electric and Gas, and specifically the Salem Operations Department,' reviews them on two levels and upgrados them as necessary.

5.5.1 Two-Year Reviews-- As required by Technical Specifications, each EOP is reviewed by the Operations Department Staff at least once every two years.
The primary purpose of this review is to ensure that the procedure is technically correct, to incorporate any existing pen-and-ink changes, and to ensure continuity in EOP program and operating philosophy.
Administrative Directive 5 provides more specific information i
regarding this review (refer to Attachment I).
When EOP revisions are required as a result of a two-year review, the administrative controls described in this document are followed as applicable.
5.5.2 Unscheduled Reviews-- Changes to Technical i
Specifications, regulatory guidance, the Salem design, the ERGS thems' elves, and other documents may necessitate revision of the EOPs.
When such changes are made, the changes are reviewed to determine their impact on the EOPs (as well as other Operations Department documents).
When such changes impact the EOPs, the affected EOPs are reviewed and revised accordingly.
As for the two-year review, the administrative controls described in the previous sections of this document are followed as applicable.
The Senior Operations Supervisor is responsible for ensuring that the EOPs are maintained as up-to-date and technically. correct as practicable.
6.0 EOP TRAINING Following drafting and validation of the EOPs, training will l
I be implemented as the two week simulator training portion for

each requalification shift starting in September of 1983.
This training will be performed on the validated procedures and enable the operators to use the procedures on a shift basis'so that a team approach to Emergency Response is maintained.

6.1 The objectives of this training program will include:
6.1.1 Familiarization of the operators with the technical bases for the EOPs, including the requirements in:
a.
NUREG-0737 TMI II Task Action Plan b.
Supplement 1 to NUREG-0737 - Emergency Planning Requirements c.
NUREG-0899 - Guidelines for the preparation of Emergency Operating Procedures The Salem specific technical bases, including a review of system function responses, will be performed.
At the completion of this training, the operators will be required to identify the critical System Functions at Salem Station.
6.1.2 Discussion and review of the philosophy of the Westinghouse Owners Group Procedure Program, including the relat'ionship of:
- Emergency Response Guidelines
- Emergency Contingency Actions
- Functional Recovery Guidelines
- Critical Function Status Trees At the completion of this training, the operator will be required to identify the uses of each part of the procedure set.
6.1.3 Discussion of development of the EOPs from the Guidelines and the interrelationship of the EOP/ ERGS and EIs (S.ee Appendix J).
At the completion of this training, the operator will be required to use this cross reference chart.

6.1.4 Understanding of the content and use of each EOP and the related critical function status trees.
This will include careful review and walk through of procedure steps to ensure operator knowledge of technical bases, location of instrumentation, and use of this procedure set.
6.1.5 Understanding of the new format of the EOPs, their validation and the results of the task analysis for each procedure step.
6.1.6 Successful performance of a series of practical exercises to completely walk through each step of each EOP, as well as scenarios which call for use of the entire procedure set.
6.2 Training Methods:
The training will be conducted using both classroom lecture and simulation exercise.
The classroom lectures will enable the operators to obtain knowledge of:

Technical basis for the major procedure steps b.
The philosophy behind the procedure set c.
The relationship among procedures d.
Introduction to the new format The simulator exercises will provide practical experience in executing each procedure.
This will include knowledge of the procedure set interrelationships, ability to locate and use instrumentation and experience in utilizing the procedure set as a shift (crew).
6.3 EOP Revision - The EOP revision process is discussed in section 5.5.

The operators will be evaluated at the end.of the training program.
For the classroom section, examinations on the bases, philosophy and content of the procedure set will be conducted.
In the simulator section, the operators will be evaluated by the instructors utilizing a step-by-step procedure checklist which includes observing, cueing, and interrogating the shift walking through the procedure.
The checklists will be validated before use.
6.5 Refresher Training:
Since these new procedures are significantly different, both in content and format, from those previously used at Salem, the Operator Training Department will conduct followup walk throughs on selected procedures with each shift approximately two months after the completion of the initial training.
The new procedure set will be an integral part of the Requalification Program.
