SUBJECT:

MEETING WITH HOWARD WAHL, VICE PRESIDENT AND GENERAL MANAGER, ANN ARBOR POWER DIVISION, BECHTEL CORPORATION On August 16, 1983, Messrs. James G. Keppler and A. Bert Davis met with Mr. Wahl at his request in the Region III office. The primary purpose of the meeting was for Mr. Wahl to obtain our views on Bechtel's performance.

Mr. Wahl assured us that they are attempting to do a good job at Midland.

In spite of this he is concerned that some RIII individuals do not believe that Bechtel is serious about improving their performance. He stated that there were concerns by Bechtel employees that our reports can be read to mean that Bechtel does not want to improve and is less than straightforward in their dealings with us.

He wanted to assure us that this is not the case. They are dedicated to improving their performance and to have a candid, straightforward relationship with the NRC.

Mr. Keppler stated that the best way to overcome the concerns and problems between our organizations is for Bechtel to do a top quality job in each of their future undertakings at Midland. Then if the NRC staff continues to have probler:s, which Bechtel believes are unfair, specific problems should be discussed with RIII management so a finding can be made as to whether or not the NRC concerns are valid.

It was also suggested that periodic meetings, probably on a quarterly basis, between the NRC and Bechtel would probably help to overcome communication problems which may exist between our organizations.

These meetings should have an agenda, specific issues for discussion, and normally be open for public observation.

Mr. Wahl described the Quality Improvement Program in effect at Midland for the last couple of years. He believes this is an important program to increase quality and lower cost in the construction of the facility.
