DAILY HIGHLIGHT Zimmer Unit 1 A report describing the independent review of Zimmer Project Management by Torrey Pines Technology was issued to Cincinnati Gas & Electric Company on August 19, 1983 and a copy was received by NRR on August 23, 1983.
The review was made as the initial step in CG&E'S response to the Commission's November 12, 1982 Order suspending safety related construction at Zimmer.
Volume 1, the summary, recommends a particular management organization out of 16 alternatives considered, to verify quality of completed design and construction, complete construction, perform preoperational testing, licensing, and startup testing of the plant.
The recommended organization would retain most of the present CG&E Managers, including the P.esident and Senior Vice President, and hire an experienced external organization to manage construction and the quality verification program. Audits would be performed at the CG&E Board of Directors level and at the Senior Vice President level. The manager of quality assurance would have the same status as the managers of engineering, construction, and operations.
CG&E will evaluate the Torrey Pines Review and then submit a recommended course of action to Region III for approval. CG&E must then submit a plan to verify construction quality, complete the approved verification program, and then submit a plan for completion of construction before the Commission's Order suspending construction is lifted.
