DOCKET NO. 50-266 DRAFT ENVIRONMENTAL STATEMENT RELATED TO STEAM GENERATOR REPAIR AT POINT BEACH NUCLEAR PLANT, UNIT 1 The following comments are provided by the licensee on the " Draft Environmental Statement Related to Steam Generator Repair at Point Beach Nuclear Plant, Unit No. 1."

Page 1-1, line 5.
The date of the referenced letter is July 6, 1982 vice July 6,1983.

Page 2-1, line 16.
The total number of tubes plugged in both steam generators was 356 vice 353.

Page 2-1, third paragraph.
In order to accurately reflect the plugging of dented tubes, the last sentence should read, "Only eleven tubes have been plugged since September 1977, indicating little progression of denting."

Page 2-2, third paragraph.
Due to the accuracy in the required measurements to calculate the primary-to-secondary leak rate, the primary-to-secondary leak rate was established to be less than ten gallons per day (10 gpd) vice approximately one gallon per day (1 gpd) as stated.

Page 2-2, fourth paragraph.
The corrosion rate is dependent upon the temperature of the primary coolant not the power level.
Therefore, the last sentence should read, "The total of seven tubes indicates that the hot leg corrosion deterioration trend was substantially down l
from the previous eddy current examinations, probably due to the lower temperature of operation."

consequence of finding debris in the steam generators' secondary sides.

The title of subsection 2.4 should read, " Major Environmental Impact".

Page 3-1, third paragraph.
The new lower assemblies will arrive at the site by rail and land transport.
See page 7-2 of your reference WE, 1982b.

Page 3-1, sixth paragraph.
Since the new lower assemblies will arrive at the site by rail and land transport, they will be transported from the temporary storage location to the equipment hatch. The reference to "the barge dock" should be deleted.

Page 3-3, fourth paragraph.
The second sentence is more accurately written, " Thirty-six of the 121 fuel assemblies placed in the vessel will be new fuel assemblies.
Therefore, the operation will not differ significantly from a normal refueling."

Page 4-11, seventh paragraph.
Based on the planning efforts by the licensee, prime contractor and subcontractor which considered the detailed scope of the replacement project at Pcint Beach Unit 1 and the experiences of Surry and Turkey Point nuclear plants, the costs and outage time are realistic.
Therefore, it is requested that this paragraph, which provides no analysis to support the staff's belief, be deleted or that it be modified to recognize that an increase in the estimates of cost and time by 50 percent would be a conservative upper bound.

Page 4-12 third paragraph. The 900 workers required over the six months for the steam generator repair was an estimate made prior to the choice of the subcontractor and prior to the detailed scope of the repair project being developed.
Therefore, it is suggested that the second sentence read, " Socioeconomic' impacts associated with the workers required over six months for the steam generator repair will be small and generally similar to those experienced from additional refueling outage workers."

Page 4-12, sixth paragraph. This paragraph should reflect the infor-mation provided on pages 7-1 and 7-2 of your reference WE,1982b with respect'to the construction of three new facilities vice_two new facilities and the 210 foot wide vice the 300 foot wide vegetated area to prevent sediment runoff to Lake Michigan.

Page 4-15, first paragraph.
The referenced permit is the WPDES permit vice the NPDES permit.
