Your memorandum on the above subject dated May 18, 1983 concluded that pilot valve leak rates above 200 pounds per hour may challenge the operability of Target Rock two-stage safety / relief valves (SRVs) in the safety mode.

It was recommended that the NRR activities related to the SWR Owners Group y

setpoint drift program for two-stage SRVs be az$ ended to encompass this concern and, if this challenge is confirmed, provide appropriate regulatory guidance to the affected BWR licensee.

We initially informed your staff that the NRR response to this concern could be prepared by August 15, 1983. However, the Mechanical Engineering Branch / Division of Engineering currently anticipates receiving the necessary manufacturer supplied data in a time frame that would not enable them to provide a full response until September 15, 1983.
