Dear Sir:
Boston Edison, in coordination with the, Commonwealth of Massachusetts and local governments in the communities near the Pilgrim Nuclear Power Station, is planning a full scale joint exercise of on-site and off-site emergency response capabilities which is currently scheduled for June 29, 1983.
Exercise objectives for the planned response by Boston Edison and off-site agencies have been developed in coordination with the Massachusetts Department of Public Health and the Massachusetts Civil Defense Agency.
Enclosed are copies of these objectives (Attachments 1-3).
Mr. Robert J. Boulay, Director, Massachusetts Civil Defense, will forward a copy of the Exercise objectives to Mr. David Sparks, Director of FEMA, Fegion I.
Our understanding is that FEMA and NRC representatives will be meeting in the near future to plan Federal exercise observation and participation. Boston Edison and officials of the Commonwealth will be pleased to participate or assist in any way We Can.

ATTACHMENT 1 EXERCISE OBJECTIVES FOR PLANNED RESPONSE ACTIONS BY THE BECO EMERGENCY i
RESPONSE ORGANIZATION i
The primary objectives of the 1983 Joint Emergency Plan Exercise will be to test and exercise the adequacy of BECo personnel, procedures, equipment and training in the following areas:
(1)
Identification of plant conditions which correspond to the four (4) major Emergency Classifications based on Emergency Action Levels.
(2) Response to abnormal in-plant conditions according to plant procedures.
(3) Prompt activation of the Emergency Response Facilities (TSC, E0F,OSC).
(4) Reliable connunications between key plant personnel, state police, Civil Defense personnel, and Department of Public Health personnel according to procedure, and between the Emergency Response Facilities (Control Room, TSC, E0F and OSC).
(5) Assessment of the impact on the public of a simulated release of radioactive material.
(6) Recommendations to the Department of Public Health of appropriate protective actions for the public.
(7) Response to a serious personnel injury onsite.
(8) Ability to assess plant conditions from the TSC and to communicate with other Emergency Response Facilities.
(9) Activation of the Press Center and simulated interface with the news media.
(10) Activation of the Recovery Center.
(11) Accountability of onsite personnel by the Security Force.
(12) Re-entry to hostile and/or contaminated plant areas.
(13) Activation and mobilization of the U. S. Coast Guard.

ATTACHMENT 2 EXERCISE OBJECTIVES FOR PLANNED ACCIDENT ASSESSMENT ACTIONS BY OFF-SITE AGENCIES BACKGROUND The Massachusetts Department of Public Health (MDPH) is responsible by law for the protection of the public against the hazards of ionizing radiation. MDPH exercises prime responsibility for assessing the consequences of radiological accidents at nuclear power stations, and for recommending protective action for the public.
MDPH has assumed responsibility for radiological protection preparedness for emergency personnel, and for coordinating the actions of other state agencies (Agriculture, Dairying and Animal Husbandry, Environmental Quality Engineering) in collecting and counting samples in support of ingestion exposure EPZ plans.
GENERAL OBJECTIVES MDPH will extensively test and exercise plans and procedures associated with alerting and mobilizing the off-site accident assessment capabilities, their transport, EOF interface, field assessment capabilities, and interface with off-site response agencies through Civil Defense.
MDPH will test capabilities to support local radiological protection plans and programs, and liaison with agencies active in actions associated with ingestion exposure.
ACTIONS T3 BE EXERCISED (1) Receipt of notification from State Police.
(2) Mobilization and deployment of MDPH personnel to MCDA and E0F.
(3)
Establishment of effective interface with MCDA, Pilgrim Nuclear Power Station.
(4) Deployment of NIAT and departmental field assessment capabilities.
(5) Field operating procedures and communications.

EOF assessment actions and development of protection action recommendations.
(7) MDPH EOF - media center interface.
(8) Notification and liaison with agencies involved in ingestion exposure actions.

ATTACHMENT 3 EXERCISE OBJECTIVES FOR PLANNED RESPONSE ACTIONS BY OFF-SITE AGENCIES BACKGROUND The Massachusetts Civil Defense Agency (MCDA) is responsible by law for maintaining the preparedness posture of the State and its communities, and, following a declaration of emergency by the Governor, for coordinating the utilization of all available resources to combat disaster effects. MCDA has developed and operated an ambitious radio-logical emergency preparedness program in areas around nuclear power stations, and, during a radiological emergency, would coordinate all response actions in support of protective actions recommended by MDPH.
MCDA also is responsible for coordinating communications, notification, and activation and mobilization of response personnel in anticipation of MDPH recommended protective actions, at both the State and local level.
GENERAL OBJECTIVES The Pilgrim Station plume exposure EPZ includes all of the towns of Plymouth, Kingston and Duxbury, and parts of the towns of Marshfield and Carver.
Response in Plymouth itself is of most imediate importance.
A five mile radius circle falls fully within the Town of Plymouth.
Plans call for reception at sites approximately 20 miles north, northwest and west of Pilgrim Station.
MCDA will also test notification, mobilization, liaison and coordination with those state agencies with responsibilities' associated with the food chain.
ACTIONS TO BE EXERCISED I. Massachusetts (1) Provide evidence of annual dissemination of information to the public.
(2) Demonstrate planning for the implementation of protective actions for individuals in various types of. institutions.
(3) Demonstrate coordination with reception, and host areas (includes such activities as use of maps, evacuee estimates, traffic flow information updates, logistics support at centers, and feedback from volunteer and governmental agencies).
(4) Demonstrate that emergency response agencies understand the emergency action levels and their consequent off-site i
responses.
.(5) Demonstrate the receipt and verification of notification from the plant by the State Police and State Police notification to state and locals.

. (6) Demonstrate communications with local communities and primary state agencies.
(7) Demonstrate the mobilization of emergency personnel at state and Area II E0C, local E0C's, and one reception center to include the demonstration of a 24-hour manning capability.
(8) Demonstrate communications via radio / telephone (i.e.,
primary and backup systems).
(9) Demonstrate that the public alerting and notifications systems can be properly activated to alert the EPZ public and provide them with prompt instructions.
l (10) Demonstrate the ability of the leadership of each E0C and the E0F to maintain clear and concise direction and control of all emergency response functions under their jurisdiction.
(11) Demonstrate actual comand and control functions to direct actual or simulated access control.
II. Additional Objectives for State Organizations (1) Demonstrate public information via media litison.
(2) Demonstrate the coordination with and support of federal agencies through FEMA.
(3) Activate one reception center and demonstrate actions in support of reception center activities including communications.
(4) Demonstrate the coordination of the EOF personnel with off-site authorities on protective action recommendations, accident assessment, and public information.
'III. Massachusetts Local Objectives (1) Demonstrate exposure control for emergency personnel by proper use of equipment / instruments and record-keeping.
(2) Demonstrate that local emergency response managers possess and utilize capability to assure that their activities are coordinated internally and with-all adjacent and overlapping jurisdictions.
(3) Demonstrate the effectiveness of E0C operations, including a capability to maintain effective communications with emergency forces and state agencies.
