SUBJECT:

Fort Calhoun Joint Exercise of State and Local Plans and Preparedness In accordance with agreements reached by the Federal Emergency Management Agency (FEMA) and the U.S. Nuclear Regulatory Commission (NRC) through the Joint Steering Committee, FEMA transmits to NRC the attached Fort Calhoun Exercise Report. This document was transmitted from FEMA Region VII to FEMA Headquarters on March 2,1983, and the exercise was conducted on September 15, 1982.

The exercise was evaluated by a 14 member Federal observer team including six specialists from the Argonne National Laboratory and Idaho National Engineering Laboratory. Pending an approval of offsite plans and preparedness by FEMA Headquarters in conformance with proposed rule 44 CFR 350.12, FEMA finds in the interim that State and local emergency preparedness is adequate to protect the population at risk near the Fort Calhoun Nuclear Station. It is adequate in that State and local performance in this exercise provided reasonable assurance that appropriate of fsite protective measures can and will be taken in the event of an offsite radiological emergency at the Fort Calhoun Nuclear Station.

In addition, this Office is forwarding to you a copy of the report of the exercise conducted on July 22, 1981. This last item should complete your files on exercise reports for the Fort Calhoun Nuclear Station.
