Dear Sir:

Enclosed are ten copies of the 1983 Vermont Yankee Nuclear Power Station (VYNPS) " EOF-IN" Emergency Response Exercise and Evaluation Plan. The enclosed package includes:

(1) a summary of the expected player action in response to the accident sequence postulated in Reference (5); and (2) VYNPS's plans for control and audit of the exercise.

NRC Exercise Audit Team should plan to report to the Vermont Yankee site

'at 8:00.AM,m Wednesday, August 10,1983 to ensure their participation in the exercise.

Please inform NRC team members that they must bring the following background information:

(1) a completed NRC Form 4 with attached exposure records verified by appropriate authorized licensee signatures, including their present quarterly statement; (2) a letter from NRC indicating Medical Approval for Radiation Area Access and Respirator Protection; and (3) a Contractor Background Statement. All NRC team members will be required to successfully crinplete a Training Exemption Exam and the Vermont Yankee " Site Specific" training session prior to being granted " unescorted access" l

privileges.

If any team member f ails to pass this criteria, that individual will be required to complete the entire Vermont Yankee General Employee Training Program prior to being granted " unescorted access" privileges.

An Observers Training Session will be held at the Governor Hunt House at 1:00 PM on August 10, 1983. This session will be used to introduce observers e

to: (1) VYNPS emergency preparedness organization; (2) the VYNPS Emergency Plan and Procedures; and (3) the VYNPS exercise program.

During this session, the VYNPS " EOF-IN" Emergency Response Exercise and Evaluation plan will be reviewed. A plant tour of the Emergency Facilities and Areas will be provided upon completion of this session.

1 On Thursday, August "11',

at 8: 00 AM,.the exercise will commence..- All observers should report to the plant by 7:30 AM in order to be in place by commencement time. The exercise will terminate at approximately 11:00 AM.

At 2:00 PM the VYNPS exercise organization will reconvene in the Governor Hunt liouse to present a critique of the plant's performance.

On Friday, August 12, at 9: 00 AM, the NRC Exercise Audit Team will be provided time to review their critique comments with Vermont Yankee Plant Manag ement. This meeting will be held in the Governor Hunt House.
