APPLICANTS' RESPONSE TO LICENSING BOARD'S MAY 9, 1983 ORDER CONCERNING ISSUE NO. 9_

During the May 9, 1983 telephone conference call, the Licensing Board granted Applicants' motion for reconsideration of the Board's March 30, 1983 order concerning summary dis-position of Issue No. 9 (polymer degradation). Tr. at 827-28.

In granting Applicants' motion, the Licensing Board required that Applicants submit to us brief affidavits stating the tests that they now intend to include in the quality assurance program (on polymer degradation), and an expert opinion that those tests are adequate l

to detect electrical embrittlement.

In addition, the affidavit should contain a

statement concerning the ability to gain access to key locations in which degraded polymers might be present. . . .

i j (" Green Affidavit") describes the testing program for polymer j degradation in electrical cable insulation which Applicants j plan to include in their surveillance and maintenance program for Perry Nuclear Power Plant. The Green Affidavit, at 512, a

also addresses the question of access to electrical cable for testing purposes. The attached Affidavit of Srinivasan Kasturi in Response to Licensing Board's May 9, 1983 Order Concerning Issue No. 9 confirms that Applicants' testing pro-gram for electrical cable insulation is adequate to detect polymer degradation.
