SUBJECT:
MEETING WITH BILLIE GARDE (GAP) REGARDING GAP'S 2.206 REQUEST ON MIDLAND F
A meeting was !.reld between the Government Accountability Project (Billie Garde) sad the NRC (Messrs. Kappler, Warnick, Lewis, and Forney of RIII and Mr. Eisenhut of NRR) at the NRR office in Bethesda on July 19, 1983. The purpose of the meeting was to discuss GAP's 2.206 request regarding Midland's Construction Completion Program. Subjects discussed included each of the six major items or actions GAP was requesting:
(1) hold points in the CCP, (2) management audit, (3) rejection of the CCP and S&W, (4) independent firm to identify problems, (5) additional staffing for NRC at Midland, and (6) remnalysis of the diesel generator building.
Regarding hold points the NRC informed Ms. Garde that two manAmtory 1
hold points were already incorporated into the CCP. The NRC indicated they thought the idea of a management audit had merit and was considering the matter further. The NRC explained the reasons why neither the CCP nor S&W should be summarily r. ejected. The NRC indicated that another meeting will be held with the intervenors sad other members of the public to discuss the CCP, answer questions, and receive comuments. The NRC indicated they were working on the response to GAP's request and that it would be ready about the time of the NRC's next Midland public meeting.
