50289-830808 50320-830808 August 8, 1983 NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-TMI-83-07 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation and is basically all that is known by NRC staff on this date.

Subject:

PARTIAL LOSS OF 0FFSITE POWER At 9:33 AM, a mobile crane at TMI-2 made contact with a power line (230 kilovolts) which is a source of offsite power for both TMI-l and 2 auxiliary transformers. This resulted in a flash of light, smoke and noise that was observed offsite.

It also resulted in a loss of one of two tra ns of safety related electrical distribution busses in both units. This caused the actuation of the "A" Emergency Diesel Generator (EDG) at TMI-l which provided power for loads on the affected electrical busses. The associated diesel at TMI-2 ("B" EDG) did not start due to an alternate source of offsite power providing power to the affected electrical busses. The licensee is responding in accordance with plant specific emergency procedures.

Restoration to normal offsite power electrical lineup will not occur until systems have stabilized and affected equipment is checked for damage.

Emergency Core Cooling Systems at both Units did not actuate and were not needed due to the shutdown plant conditions.

The licensee reported that systems responded as designed and that there were no personnel injuries.

Media interest will occur because the licensee has issued a press release.

The licensee is also responding to local inquiries of the offsite observations.

The NRC does not plan to issue a press release at this time.

The Commonwealth of Pennsylvania was informed.

This preliminary notification is issued for information only and no further action by the NRC is anticipated.

The NRC TMI Program Office received notification of this information by telephone from the Unit II Shift Foreman at 10:15 AM and this information was current as of 10:30 AM.

A 10 CFR 50.72 report was evaluated as not being necessary by the licensee.
