Sul44ARY OF GDC 51 COMPLIANCE HEETING WITH DUQUESNE LIGHT COMPANY l
A meeting was held with Duquesne Light Company (DLC) at NRC Headquarters in Bethesda, Maryland on Monday, May 23, 1983. DLC was accompained by representatives of Stone & Webster Engineering Corporation. The NRC was represented by members of the Division of Licensing and the Division of Engineering. A list of attendees is included as Enclosure 1.
The purpose of the teeting was to discuss with the applicant's materials engineers General Design Criteria (GDC) 51,
" Fracture Prevention of Captainment Pressure Boundary."
GDC 51 requires that under operating, maintenance, testing, and postulated accident conditions (1) the ferritic materials of the containment pressure boundary behave in a nonbrittle manner and (2) the probability of rapidly propagating fracture is minimized.
The Beaver Valley 2 containment is a reinforced concrete structure, with a thin steel liner on the inside surface, which serves as a leaktight membrane.
The ferritic materials of the containment pressure boundary which are considered in the staff's assessment are those which have been applied in the fabrication of the equipment hatch, personnel locks, penetrations and fluid system components including the valves required to isolate the system.
These components are the parts of the containment system which are not backed by concrete and must sustain loads during the performance of the containment function under the conditions cited by GDC 51.
The staff reviewed the materials of the components of the Beaver Valley 2 containment pressure boundary according to the fracture toughness require-ments of the Summer 1977 Addenda of Section III of the ASME Code for Class 2 components. The applicant was asked to provide the staff with several additional certified material test reports. A future meeting will be held with the applicant to discuss this additional information.
