Dear Mr. Brewer:

Your May 9,1983 letter to Chairman Palladino on DOE's plans for its Liquid Metal Fast Breeder Reactor (LMFBR) Program provides useful information for our planning and scheduling for the next few years. Your identified review needs are being considered in the development of our FY 1985-86 budget. NRC plans to maintain an adequate level and quality of technical resources to meet its LMFBR license review requirements.

The early submittal of the individual chapters of the Clinch River Breeder Reactor (CRBR) Final Safety Analysis Report (FSAR), as you propose, instead of the full FSAR in 1987, would be acceptable. The Nuclear Regulatory Comission's CRBR Program Office would like to meet with your staff af ter the CRBR construction permit safety hearing is completed to discuss an FSAR chapter submittal schedule and the NRC review schedule.

Additionally, the CRBR Program Office is planning to develop an LHFBR Review Plan during FY 1984. Although tnis review plan would not be as detailed as the Standard Review Plan for light water reactors, it would serve as a source of general guidance and criteria for future LMFBR licensing activity. This guidance and criteria would be based on the experience gained from the CRBR review and from operating LMFBRs.

To aid in this effort, we would like to establish with your office a formal means for sharing relevant operating experience and information from the DOE LMFBR facilities as well as from those located in foreign countries.

Concerning your joint effort with the Consolidated Management Office to develop the design and future license application for a near-commercial prototype LMFBR, the staff will be available to begin discussions on licensing criteria early in FY 1984.

Your May 9th letter to Chairman Palladino provided the NRC with DOE planning information in the LMFBR area which'is useful to us in our planning and scheduling of licensing activities for the next few years.

We are factoring your identified review,needs into our current budget cycle so that we may maintain our technical responsiveness to the DOE breeder reactor program.

Specifically, we encourage the early submittal of individual CRBR FSAR chapters, as you propose, instead of the full FSAR in 1987. The benefit to both DOE and NRC would be,to have those technical personnel who are most familiar with the design of the plant prepare (D0E) and review (NRC) the various chaptery' We would like to meet with your staff after the safety hearing is completed to discuss a FSAR chapter submittal schedule, a NRC review schedule as well as the ground rules for the review.

Concerning your jofnt effort with the Consolidated Management Office (EPRI) to develop'the design and future license application for a near-consercial prototype LMFBR, we will be available to begin discussions on licensing criteria early in FY 84.

In addition we have considered in our workload projections your planned submittal date (early FY 85) of a Preliminary' Safety Evaluation Report for the "Large LMFBR Plant" design.
