Your letter to Chairman Palladino regarding the Shorehan Nuclear Power Station has been referred to em for response.

In your letter you question the possibility that an acceptable evacuation plan can be developed for Shorehan. On May 11,1983, an Atomic Safety and ticensing Board was constituted to bear testinony regarding off-site emergency planning contentions for Shoreham. A prehc.aring conference was held on July 13, 1983 in Hauppage, New York.

If you desire, you nay file a recuest to make a limited appearance statement before that Board. The statement nay be a written or oral statenent of your views on eriergency planning.

With regard to your question as to the econonic effect of Shoreham, the NRC is participating as a member of a fact finding panel appointed by Governor Cuomo of New York to " develop clearly derived, reliable, and objective information on the economic costs and safety" of the facility. The panel convened on June 2,1983 and is expected to report its findings to the Governor in the fall.

The environnental effects of Shoreham's operation are discussed in the " Final Environmental Statenent relating to the operation of the Shorehan Nuclear Power Station",14UREG-0285, a copy of which is enclosed. This report also discusses several alternative sources of electrical energy.

At the NRC, we are aware of the utrost inportance of protecting the health and safety of the public. Shorehan will not be licensed for any level of operation until the NRC has reasonable assurance that such operation would not be detrinental to the health and safety of the public.
