Enclosed is Part 1 of the LaSalle County Station Operating Report, reporting radioactive effluents for January through June.

Part 2 of the Station Operating Report, reporting radioactive ef fluent for July through December, will be sub-mitted under separate cover in February. Part 3 of the Annual Operating Report reporting environmental radiological monitoring data will be submitted in March.

One copy of this report is provided for your use and 39 copies are being sub-mitted directly to Mr. Edson G. Case, Deputy director of the Office of Nuclear Reactor Regulation.

Included with Part 1 of the LaSalle County Station Operating Report, please find a memorandum describing a change to the LSCS Process Control Program.

A copy is furnished to you in accordance with Technical Speci fication Section 6.7.

Changes to the LaSalle County Process Control Program (PCP)

This memorandum describes a change to the PCP (LAP 200-6) which was approved by On-Site Review in January 1983.

Pursuant to Technical Specification Section 6.7, this change must be submitted to the NRC in the semi-annual Radioactive Effluent Release Report that includes January 1983.

A copy of this memorandum should be included in the applicable Release Report.

The LSCS Process Control Program specifies in part that Type III Portland Cement shall Be used as the solidification agent for solidified waste.

All Type III cement used in solidification must be certified by the supplier to meet the cement standards of ASTM C150-1980, " Standard Specification for Portland Cement."

ASTM C150-1980 has been revised and reissued as ASTM C150-1981.

As a matter of routine the station cement suppliers now test their cement to C150-1981 and certify conformance to C150-1981, not C150-1980 as specified in the LSCS PCP.

The two revisions of' ASTM C150 were compared.

The standard chemical and physical propertier of ASTM Type III portland cement are identical in the revisions. The station has concluded, with concurrence of Stock Equipment Company, that Type III cement tested to ASTM C150-1981 can be used to solidify radwaste without modification of the solidification

formulas.

The Type III portland cement tested to ASTM C150-1981 has been used to solidify LSCS concentrator waste during the 4th quarter of 1982. The solidified product has been inspected per the P.CP and found to conform with PCP solidification criteria.

The PCP has been changed to reference " ASTM-C150-1981" instead of " ASTM C150-1980".
