B. Ruling Under Review Petitioner seeks review of NRCs adherence to and substantive and material alteration of Regulatory Issue Summary 2016-11 (RIS 2016-11) without notice,

C. Related Cases This case was not previously before this Court or any other court. NEI is not aware of any other related cases.
