Dear Dr. Thomas:

The University of Texas is actively pursuing evaluation and modification of the Emergency Plan for license R-92. The incorpora-tion of information to meet the questions of the NRC staff have led to substantial changes to the plan. Several events including the recent Physical Security Plan response (letter dated July 1, 1983),

have impeded progress on the Emergency Plan sufficiently to jeopardize submission of the response by July 9 as requested. In order that I y might adequately address the questions, an extension of 30 days is i requested to submit the plan revisions.
