INFORMAL ASSESSMENT OF REGIONS I AhD II IMPLEMENTATION OF 10 CFR 50.54(p) LICENSIliG RESPONSIBILITIES Pursuant to the Delegation and Assignment to All Regions of Ce:tain Safe-guards Functions, dated January 20, 1983, Regions I and II are assigned and auth(,rized to perform 10 CFR 50.54(p) reviews. As you know, beginning on October 1,1983, Regions III, IV and V will be assigned and authorized to perform similar safeguards licensing functions. Prior to October 1,1983, it is felt that, as a minimum, an informal assessment of the progress of Regions I and II in implementing assigned 50.54(p) safeguards licensing functions should be made. Since NMSS shares this safeguards oversight responsibility with flRR, I would appreciate your comments on the enclosed proposed assessment plan.
This concept bas been informally discussed with G. Gardes by R. Wessman and E. McPeek.
After we have agreed upon an approach. I propose to transmit our draft assessment plan, over D. Eisenhut's signature to Regions I and II.
I will also make arrangements for our evaluation. team to connence the in-office review effort and arrange for Regional visits.

ENCLOSURE DRAFT ASSESSMENT DLAN REGIONS I AND II 10 CFR PART 50.54(P) SAFEGUARDS REVIEWS 1.
- Purpose To informally review and evaluate the implementation of assigned licensing functions to assure consistency with NRC licensing policy.
II.
Personnel The evaluation team shall consist of two persons from NRR (one at least a branch chie.() and one person, at minimum f rom NMSS.
III.
In-Office Review Review documentation related to 50.54(p) actions.
Examples include:
- 50.54(p) notifications
- Administrative documentation
- 50.54(p) notifications referred to Headquarters IV.
Staff Visit to Regions Visit Regions to meet' with personnel involved with 50.54(p) licensing activities.
The visit dates will be arranged by SSPB.and are expected to entail one day in each Region.
Discussion topics include:
- Findings from in-office review
- Problems, if any, in coordination and consultation between Regions and HQ Offices
- Document management
- Interface with licensees
- Other topics as suggested by Regions m
