questions relating to the strike now uncerway at Consolidated Edison's Indian Point Unit 2 plant and'the implications of the strike for the state of emer-gency-planning and preparedness at the plant.

What assurances does the Comission have that the functions intended to be performed by the employee.s of Con Ed, now on strike, will be performed in the event of an acciden' during the strike?

ANSWER:

With regard to the onsite emergency organization, most of these positions are normally staffed by non-union management and technical resources.
The utility made the necessary adjustments and 'is currently staffed in excess of their emergency plan conmitments.
The relatively small number of positions nomally staffed.by union personnel have been supplemented by additional trained utility technical and management personnel.
Supplemental training, where needed, was provided before the strike began.
The utility's contingency staffing, both for routine operation and emergency preperedness, has been reviewec by our Region I staff and the Resident inspectors.
With regard to the offsite support, Con Ed and PASNY state that they are continuing to honor resource requirements committed to in Governor Cuomo's May 25, 1983 letter to the Chairman to support the State and local governments

in addressing deficiencies identified by FEMA, as indicated in the attached f
letters.

The NRC staff has discussed off-site support staffing with both licensees-of the Indian Point facilities.
Both PASNY and Con Ed have committed to Governor Cuomo resources for various functions to be performed in
.-[..,3.--Rockland and Westchester C.punties.
Non-Union personnel necessary to supplement County resources were selected by Con Ed prior to the onset of the strike.
These con Ed personnel are not part of the onsite contingent operating Indian Point Unit 2.
Consequently, the strike, assuming it continues, should riot:.fof-ce Con. Ed to.. draw. persbndel.from'onsite to jrovide for offsite response in ' support of the drill.

Nev' York State and the Red Cross have schedulee receptien center Vorher task and field training. to begin July 7.
This training is scheduled to be co=pleted by July 23.
Field training will also be scheduled by the State.
T4[th s. and field training specific to the State plan for the remaining assignment areas is now -being developed by New York State.
.Our ic1unteers are prepared to attend these training sessions.at any time and at any location they'are held.
With regard to ecuipment, we have made no formal co==it=ents to provide
