July 15,1983 CHAIRMAN

The Honorable Joseph M. Gaydos-United States House of Representatives Washington, D.C.

20515

Dear Congressman Gaydos:

Thank you for your letter of June 28 regarding U.S. peaceful nuclear cooperation with the People's Republic of China (PRC). Before the Comission carries out its statutory nuclear export licensing responsibilities, it considers the views of _ the Executive Branch on both individual export license applications as well as proposed amendments to NRC's export licensing regu-lations.

At this time, the Comission is awaiting the views of the Executive Branch on the pending NRC export license applications for the PRC, and so we cannot comment yet on the merits of these cases.

The Commission is considering the proposed rule'to amend its export licensing regulations and will.give full consideration to all. appropriate factors with regard to the proposed reclassification of primary coolant pumps.

Sincerely O
