r SUPPORTING STATEMENT FOR AMENDMENT TO 10 CFR 50.54 CONCERNING LICENSED OPERATOR STAFFING AT NUCLEAR POWER PLANTS 1.
Introduction The NRC is amending its regulations to require licensees of nuclear power units to provide a minimum number of licensed operators and senior operators on shift at all times to respond to normal and emergency j
conditions. These regulations will further assure the protection of the health and safety of the public.
These staffing regulations have been met for all licensees who received a license after the accident at Three Mile Island and voluntarily by many other licensees.

l Implementation of the rule has already been delayed by one year to 1
January 1, 1984. The majority of the licensees will meet the minimum requirements by that date. Some licensees will not be able to comply and will request extension until such time as they are able to comply.
For those licensees in this latter group, information will be collected as to when they will be able to comply.
2.
Justification (a) Need f'or the Information Collection.
The information collection is needed only for licensees who cannot meet-the Rule on Licensed Operator Staffing-of. Nuclear Power Units by January 1,1984. - The few units.needing additional time to implement the Rule must submit a' request for an extension, to the t

_2 Director of Nuclear Reactor Regulation.
If the licensee demonstrates good cause for the request, the implementation date will be extended'for that unit. As most operating nuclear power units will be able to meet the Rule, submission of requests needing extensions for the remaining units is the best means of assuring final implementation.
(b) Practical Utility of the Information Collection The requests will be submitted to the Director of Nuclear Regulation.
The NRC will determine if there is good cause for an extension to the requested data and promptly grant an extension when appropriate,- within three months.
(c) Duplication with other Collection of Information This information submittal is not required by any other regulation nor is it available from any source other than the licensees.

(d) Consultation Outside the NRC No other consultations are required.

Description of the Information Collection (a)
Number and Type of Respondent It is sstimated that the numbers of extension requests will be no more.than nine. Requests will be made by licensees of nuclear power plants. This is a one-time information collection.
(b) Reasonableness of the Schedule for Collection Information As the Rule on Licensed Operator Staffing must be-implemented by January 1,1984, licensees requesting ~an extension must do so bE
. October 1, 1983, to allow sufficient time for NRC to review the requests to make sure they meet the criteria for granting an extension.
(c) Method of Collecting the Information Requests for extension must be submitted in writing to the Director of Nuclear Reactor Regulation. This is the least burdensome way to assure implementation of the Rule as only a small percentage of the total number of units to which the rules apply will request extensions.
(d) Record Retention Period There are no records required to be retained.
(e) Reporting Period The information collection requires one-time-only reporting.
(f) Copies Required to be Submitted r
Only the original copy of the request must be submitted.

Estimate of Burden (a) Estimated Hours Required to Respond to the Collection It is 6stimated that no more than 200 staff-hours *will be required of each licensee requesting an extension and that this will be a one-time staff-hour requirement.

(b) Estimated Cost Required to Respond tc the Collection There are no other costs associated with the information collection request apart from the staff time described above.. .. (c) Source of Burden Data and Method for Estimating Burden Sources of burden estimates included consultants, licensees and NRC l
staff members. The method used to make the estimates was experience of sources in performing similar tasks of similar magnitude in a similar time frame.
(d)
Reasonableness of Burden Estimates The burden estimates are considered to be reasonable and conservative based upon the fact that most licensees have already met the Staffing Rule prior to this date and at least some effort i
has been made toward complying with the Rule among those licensees that will request an extension. All burden data from sources was based upon no effort having been expended to meet the Staffing Rule.

Estimate of the Cost to the Federal Government It is estimated that the one-time cost of the evaluation, response and storage of extension requests will not exceed 80 staff-hours per extension request.
If nine requests are received, this will total 720 staff-hours, at a cost of $43,200 (720 hours0.00833 days <br />0.2 hours <br />0.00119 weeks <br />2.7396e-4 months <br /> X $60).
