Dear Mr. Denton:
.The purpose of this letter is to provide an update concerning the Shift Control Room Engineer (SCRE) position at Quad Cities, as it relates to our commitment to have an Senior Reactor Operator (SRO) in the Control Room, l..
Two Shift Technical Advisors (STAS) are to re-take a portion of their SRO license exams on July 26 and 27, 1983.
The results from these exams will not be available probably until after September 1, 1983.

Three STAS have recently taken their SRO license exams, and one has passed.
The other two will be evaluated as to whether a re-exam will be applied for.

One licensed SCRE has been made a Shift Foreman.
This leaves three fully qualified personnel on-shift.

Three graduate engineers are presently in the SRO license training course.. One person will take his exam in November, 1983 and the other two will take their exams in April, 1984.
I It is. apparent that we will not be able to have an SRO SCRE in the Control Room on all shifts by July 31, 1983.
The point at which compliance will be achieved for NUREG-0737 Item I.A.l.3 is the time that five SCRE personnel are available for shift rotation.
Assuming no resignations or transfers, the earliest date for this to occur would be about October 1, 1983.
This further depends on the SRO exam results.

H. R. Denton July 26, 1983 The referenced Final Rule, published on July 11, 1983, requires certain licensed operator staffing levels at all nuclear power plants by January 1, 1984.
If we believe that we cannot meet this deadline, we will submit by October 1, 1983, a request for extension.
This extension request, if needed, will address the criteria contained in the Notice.
If you have any questions on this matter, please contact this office.
