Dear Mr. MacDonald:
We respectfully submit our application for the renewal of Certificate of Compliance No. USA /9111/A.
This submittal represents a consolidation of the previously approved Safety Analysis Report.
Previous submittals were prepared and provided to your office by Nuclear Packaging, Inc., under contract to and at the request of Chem-Nuclear Systems, Inc.
It is our intention at this time to submit all licensing applications for Chem-Nuclear owned packages to your office directly (see attached memo, CNS 6-80-2 ownership).
Accordingly, we respectfully request that Chem-Nuclear Systems, Inc., be named as the Certificate Holder for the above referenced package.
All changes or additions to the content of the previously approved SAR have been indicated by vertical lines in the right-hand margin of the affected pages.
Changes and additions are noted as follows:
o Sections renumbered for consistency with NUREG 7.9.
Cask model number changed from CN 6-80 to CNS 6-80-2.
o Chapter 1 was rewritten to provide for a more concise o
package description and to reflect the contents and wattage loading that can be handled by the package.
A value of 60 watts has been given as the maximum load.
This is based on a transport group IV nuclide with a gamma energy of 0.25 MeV.
A conservative value of 400 watts is used ig the SAR jt-g gj -
analyses.

Mr. Charles E. MacDonald June 29, 1983 Section 2.4.1 was changed to remove steel containers..
This will allow other materials (i.e., polyethylene) to be used.
o Section 2.1.2 was rewritten to provide a better explanation-o of the required design criteria.-
Section 3.4.1 was reworded for clarity and Section 3.6.6-o was changed to reflect adiabatic conditions applied to the base.
Chapter 8 was rewritten in format requirements of NUREG 7.9.
o Chapter 9 was rewritten referencing the NRC-approved CNSI o
Q.A. program.
The drawings in Appendix 2.10.1 were re-drawn on CNSI o
drawing paper.
No changes were made to the drawing except as follows:
(1) flat washers were added under the lockwashers for-the primary and secondary lid bolts; (2) 230 tie-down lid angle used in SAR tie-down analysis was added to the drawing; (3) Note #1, fabrication materials, was changed from January 1, 1981 to October 31, 1980 to agree with the SAR text; (4) requirement for bonding of gaskets to lid has been deleted to allow gaskets to be placed (not bonded) on the lower seating surface; and (5) dimensions for the two secondary lid gaskets were establish at 1 in. x 0.25 in.
It has been determined that none of the above changes or additions affect or compromise the. safety of the package.
A separate application has been made to you for an alternative lid seal configuration (0-rings) for this package.
None of the information pertaining to the alternate lid seal configuration t-is included in this application.
i Our check in the amount of $150.00 is enclosed as required by Section 170.31 (11-C) of 10 CFR 170.
