export :2iirconium tubing to Norway for testing purposes at the llalden Reactor Project. We are unable to issue a license on this proposed export request because criterion 3 of Section 110.42 (b) of our licensing regulations has not been met.
lle would appreciate your.contac't.ing the Government of Nonvay with resoect to obtaining the necessary assurance that no retransfers will be pemitted without prior U.S. approval.
Upon receipt of this assurance, we will be able to issue a license for the proposed export.
