s I called Fred to'discuse Davis-3cs;se 1.co,oldowns.

Fred infor=ed me that their first cooldown was in Sept. 1977 vNen the E2! relief valve, stu:k open. During that cooldovn the RC pressure dropped to 900 ps.f very rapidly, and exceeded tha-ceoldova rate contained in the TSAR. ? tier to returning to operations they rc:cived that Trad c. alls "an imediate a-tien letter" from I&E, which requiral severs 1 analysis. Fred ch racterized ILY as having put them through the ringer.

' Bob 1.in'es. 35*.I. did r.ost of the analysis for D5.

The NRC still questioned Davis

~'

i Eesse hased on Design Criteria 13 vhich it.E clai=s requires the range of all instru=en:s should =ce: all transien:s conditions. They still have difficulty

~

i with their systc= any:1.me auxiliary feedvater is used - they tend to loose Icvel in the prenurizar frcn cooldovn. "The pressurizer Icvel instrueent is listed in their " Hot Shutdown" list.* DB's cooldern c'xeceded maxi =um cooldown rate in the FAR of 100' an hour agd they were required to analysis. Their cooldown was 1400 psi in 15 ninutes. 62 T in 15 minutes.
