On June 20, 1983, counsel to the Licensee advised of the occurrence of overflights of Big Rock Point Plant by military aircraft.
Additional information was promised as it became available.
I am enclosing a memorandum dated June 23, 1983 from Mr. Rowley, a Consumers Power Company employee to Mr. Bordine of the Company's nuclear licensing department.
Mr. Rowley's memorandum provide some additional information but the exact dates of the incident and the identity of the aircraft remain unknown.
The Company is checking with the Ohio Air National Guard to determine if the planes belonged to them or some other user of the Wolverine MOA.
The Board and the parties will be kept informed of developments.
Counsel understands that representatives of the NRC may be aware of facts pertinent to this matter.
If this under-standing is correct, counsel believes it would be helpful if that information were made available.

POWER Date June 23, 1983 COMPANY Subject SIGHTING OF MILITARY AIRCRAFT OVER BIG ROCK Internal NUCLEAR PLANT Correspondence CC n/a RLR 83-17 In reference to our conversation of June 16, 1983, let me reiterate the events witnessed during the week of June 6,1983.
It was the first part of the week, midday, when I was in the northwest yard area of the Big Rock Plant site when I observed three military aircraft making a large circular sweep over the Big Rock Facility.
The three planes made their approach from the southeast "three abreast" starting their turn near the Lake Michigan shoreline, and passing back over the plant.
As they flew over me, I had one on either side f me and one directly over me.
It is my judgement that they were between 1000 and 1500'ft above me as they flew over.
The next day about the same time (between 10:00 and 2:00pm) two military aircraft flew over in about the same method as before.
I was near the pump house on the northeast section of the plant site.
When two aircraft nearly side by side approached from the southeast, making a large circle around the plant. The planes were again about 1500 ft. high.
They didn't fly directly over the site as they had the day before, but they were very close to the plant ~. The exact type of aircraft I couldn't say however they were obviously military crafts.
