Dear Mr. Denton:
By letter of reference (a), Commonwealth Edison requested changes to the Zion licenses to clarify the responsibilities of the licensee during emergencies to take actions that may depart from the technical specifications.
Since the time of our request, the addition of paragraphs (x) and (y) to 10 CFR 50.54 has provided the necessary clarification.
Therefore, we hereby withdraw our request for the subject license amendments.
