Followup Inspection of Control of Radiographic Examination Subcontractors - As a result of a 10 CFR Part 50.55(e) rJEort concerning quality of weld radiographs produced by a subcon+.ractor, RECO committed during a previous NRC inspection (i.e., parngraph 1.b, NRC Report No. 99900751/82-01) to perform a final review of all radiographs regardless of the qualifications of subcontractor personnel.
The NRC inspector verified that all films discussed in the referenced NRC report have been reviewed by REC 0 personnel.
In addition, the NRC inspector reviewed radiographs being generated for a new job in progress.
Radiographs have been checked and reviewed by RECO l
personnel.
In addition, the NRC inspector was shown a current purchase order that contains a new paragraph concerning radiographs.
l The paragraph is to be added to all new orders for NDE subcontractors.
The paragraph states, " Work is not completed until radiographic film is accepted by REC 0."
As a result of the review of this documentation, the NRC inspector considers REC 0's commitment as being fulfilled.

Followup Inspection of Controls for Implementing Customer Specification Revisions - As a result of an identified past failure in tank I
manufacture to incorporate a customer specification change l
pertaining to type of coating required, REC 0 developed a checklist

) AGE 3 of 4 The NRC inspector reviewed implementation of the new checklist entitled, " Nuclear Job Specification Process and Specification Revision Check List" on a nuclear order and found REC 0 was utilizing the document in a manner consistent with Engineering and QA requirements.

10 CFR Part 21 Inspection - The NRC inspector reviewed REC 0's procedure for implementation of 10 CFR Part 21.
The procedure indicated the steps to be taken for the evaluation of identified component defects that could be reported under 10 CFR Part 21 requirements.
Posting was checked and found to meet posting requirements of the regulation. The NRC inspector determined that the requirements for reporting and posting under 10 CFR Part 21 have been complied with as required by the regulation.
No violatiors were identified.

Quality Assurance Proqram (Organization) - The NRC inspector reviewed the current GA Manual with respect to organization and program commitments. This review included the policy statement, personnel training activities, organizational charts (Section 1),
and selected procedures.
Personnel training records were reviewed for content and conformance to QA requirements.
No nonconformances or unresolved items were identified.

Nonconformance/ Corrective Action - The NRC inspector reviewed RECO's QA Manual Sections 6.0000, 14.0000, and 15.0000.. Twelve nonconforming reports, 20 discrepancy reports, and associated documentation were reviewed to determine compliance to QA program requirements. The corrective action taken to prevent recurrence was examined for implementation. Segregation areas designated for storage of nonconforming items were inspected.
Relative to the documents examined, the inspector determined that activities to control nonconforming items and corrective action were in compliance with QA program requirements and were being implemented.
No nonconformances or unresolved items were identified.

Audits - The NRC inspector reviewed Section 17.0000 of the QA Manual and related QA documents for compliance with NRC requirements. A review was also made of the results of available internal and management audits for the years 1980-1983.

) AGE 4 of 4 was examined, auditors' qualifications reviewed, and procedures for conducting audits examined. A review of the corrective action taken as a result of audits was reviewed for completeness and timeliness.
As a result of this review, the NRC inspector determined that the requirements of 10 CFR Part 50, Appendix B were being complied with.
7.
ANI Interface - The NRC inspector interfaced with the ANI assigned to RECO.
The inspector is on a full-time basis for vessel inspection.
The ANI activities were reviewed as well as the official ANI Log Book.
The log book that was presented to the NRC inspector was started on August 18, 1982.
The NRC inspector requested previous log books and was told by the current ANI that this was the only log book that was available.
The current ANI was assigned to this shop in November 1982.
The previous ANI had been assigned to this location for over 10 years and had terminated his employment with Royal Insurance in September 1982.
The ANI's supervisor and other insurance company personnel were contacted regarding the missing log books. As of the conclusion of the inspection, the log books maintained prior to August 1982 could not be located. This item will be further reviewed by Royal and REC 0 personnel.
