Dear Mr. Stolz:
Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.
This application requests that the Davis-Besse Nuclear Power Station Unit 1 Technical Specifications, Appendix A, be revised to reflect the changes attached. The proposed changes involve Technical Specifications contained in Cycle 4 Reload Report BAW-1783 May 1983.
The attachment identifies the changes, Safety Evaluation and Significant Hazards Consideration for the Cycle 4 Reload Report and the supporting accident / transient analysis are included in the Reload Report (BAW-1783

May 1983).
The Cycle 4 physics parameters resemble the values presented in the Cycle 2 Reload Report and the BOC values given in the Cycle 3 Reload Report.
Upon completing a revision to the Cycle 4 Reload Report to include APSR l
withdrasal and coastdown at the end of cycle (EOC), the revised Cycle 4 l
Reload Report will resemble the Cycle 3 Reload Report. Work is currently l
underway to revise the Cycle 4 Reload Report to incorporate APSR l
withdrawal and coastdown at EOC and is to be submitted at a later date.
This amendment request involves a change of Class IV type. Enclosed is a check for $12,300 as requested by 10 CFR 170.22.
