July 8, 1983 E-UNITED STATES OF AMERICA NUCLEAR REGULATORY COMISSION BEFORE THE ATOMIC SAFETY AND LICENSING BOARD In the Matter of COMMONWEALTH EDISON COMPANY Docket Nos. 50-454 50-455 (ByronStation, Units 1and2)
MOTION TO EXTEND THE QUALITY ASSURANCE / QUALITY CONTROL FINDINGS SCHEDULE The NRC Staff hereby moves the Licensing Board to enter an order extending time for the filing of proposed findings of fact and conclusions of law on Quality Assurance / Quality Control (QA/QC) issues (Contention IA) to August 5, 1983.
In support of the motion, counsel for the Staff states as follows.
- 1. _ Pursuant to the Board Order, dated June 21, 1983, the findings on QA/QC issues, except with respect to issues to be heard in the reopened hearing scheduled for August 9, are due to be filed July 20, 1983.
2.
Pursuant to Section 2.711(a) a party may obtain an extension upon a showing of good cause.
3.
Attorneys for the Staff primarily responsible for preparing the Staff QA/QC findings are (a) assisting in the preparation of testimony for the August 9 hearing session, (b) preparing a motion for certification of the Licensing Board July 1 ruling, (c) preparing a response to Joint Intervenors' June 29 motion to supplement the record on preoperational testing, and (d) have assignments in other cases; and thus could not file as complete and helpful findings by July 20 as it could with the requested extension.

2-4.
A time extension until August 5 is reasonable under the circumstances, and will not prejudice any other party nor delay a timely decision in the case since the record has been reopended to receive further evidence on the issue in question.
5.
Counsel for the Staff has discussed this matter with counsel for the Applicant and the Intervenors responsible for the QA/QC issues and has been authorized to represent that they do not object to the requested time extension.
Accordingly, for good cause shown, the Staff respectfully requests l
l an extension of time until August 5, 1983 to file proposed findings of fact and conclusions of law on QA/QC issues previously dealt with at hearing.
Respectfully submitted, A
MitiLA. Aoung '
