VISIT TO BATTELLE PACIFIC HORTHWEST LABORATORY Oli WEST VALLEY SUPPORT The purpose of the subject visit on May 26, 1983 was to discuss with P!4L the technical support they are providing to the Department of Energy for the West Valley Demonstration Project. A list of meeting attendees is attached.

Also attached is the meeting agenda.

Through cooperation with the Richland Operations Office, PNL has been providing support to the West Valley Demonstration Project in the following areas: process demonstration and analysis, prototype equipment design and fabrication, waste glass formulation, and nelter demonstration runs.

Presentations were n'ade by PhL on these topics, as well as providing general background information related to Pht's experience in develcping waste solidification processes and in managing the cocinercial high level waste program for the Department of Energy.

Several handouts were provided during the meeting. Although not provided as attachments to this memorandum, they can be copied or otherwise 'ade m

3s,^ 2 E L. C. Rouse H. J. Bell it was emphasized at the meeting that the West Valley Demonstration Project Office was responsible for all aspects of the Project, e.g., specifying leaching tests to be conducted for any West Valley waste forms.

We noted the importance of early testing of radioactive samples in repository conditions including conditions created by perspective waste package materials. We noted that it would be desirable, if at all possible, to utilize an existing glass composition and manuf acturing process for which a data base existed, to provide a better basis for assigning potential performance capabilities to the waste form in a future waste repository.

Ptil discussed development work on a new borosilicate glass composition for West Valley waste.

It was noted by Pfit that a change from the compositions developed for SRP application and comercial application (PNL 7668) was necessary in order to accommodate the iron content of the West Valley glass.

PliL noted that a glass composition was near identification, however, performance testing with repository conditions of fully radioactive samples would not begin for at least a year.

We also noted that it appeared the thoria in the West Valley waste was not vitrified along with other waste constituents based on a Phl report, WV0P Blu 32-001 of June 1982. P:ll noted that potential crystalline thoria wculd not affect waste form performance as measured by leachability. We emphasized the need to incorporate thoria into waste glass test samples to confirn predicted performance and to assure glass aging processes are not modified when compared to waste glass without a significant thoria ccntent.

fluch of the development work by Pill for West Valley has just been initiated Therefore, there are no results yet to revbw. We intend to maintain iontact with P!(L, through the Richland Operations Office, to be aware of the progress of that work.

It appears that a substantial portion of the initial Safety Analysis Report expected for our review on the Project, the " Primary hodule," will be undergirded by the PNL developments. Of part1cular interest ot the liRC is the topic in item 4) above on process inst rumentation.

We view this as important from both aspects of product quality and of process safety. As such, it appears that technical specifications may develop from this study.
