SUBJECT:
PROPOSED MEMORANDUM 0F UNDERSTANDING ON UMTRCA SITES In our meeting on May 27, 1983, we discussed the possible need for development of an NRC/D0E Memorandum of Understanding on how NRC and DOE will interact on sites identified in the Uranium Mill Tailings Radiation Control Act (UMTRCA) with respect to reoufred remedial actions.
We have reviewed the past correspondence that has been exchanged between NRC and DOE concerning proposed informal workina arrangements, and believe that a more formal Memorandum of Understanding (MOV) is needed.
I understand that DOE also favors development of a formal M0V.
This matter was mentioned during the visit of Messrs. Page, Nixon and Pennifill to Albuquerque on June 9 to discuss the Canonsburg EIS.
Subsequently, James Morly, Manager of DOE's UMTRCA Project Office, telephoned Mr. Page on June 16 urging that an M0V be developed at an early date.
In later discussions of this matter between Mr. Page and Leo Higginbotham, Mr. Higginbotham agreed that an M00 is desirable and indicated that WM will take the lead in developing one.
I understand that Dan Martin has been assigned as the task leader.
We have designated Bill Nixon to interact with Mr. Martin to provide FC input.
