Tnis memo confir:r.s our recent. discussion in which I proposed that you condu::
a review of the systems and pro:edures that we have in place here at HPGD for resolving safety concarns which may arise th cugh a nu bar of channels (e.g., analysis results, SPR's, LER's, operating plant experience, etc.).
Please proceed with this review as soon as pessible and repor: your findings and recu..cendations to me by June 15, 1979.
The purpcsc of the review is to determine whader our current system and practices are adequate to assure tha.
- 1) Engineering personnel are fully aware that " safety is everyone's job" and that procedures are available and should be used to assure

that their concerns are resolved.
N 2) The procedures for processing safety issues are adequate to assure.
timely notification to the NRC and to affected cust:mers and that closure ceasurem. ants are in place. This system should assure that the individual (s) raising the safety ccacern are infomed as to final action taken with' respect to the concern.
- 3) All data sources which can be used to help us understand and identify potential safety issues are systematically reviewed. Such sources include LER's for both our plants and other Fl!R's, SPR's, reports of off-normal operational. events occurring in our plants, FJsDCAS, etc.

Custerer action on site instructions pr:vided by S&W which pertain to resolution of safety con: erns are appropriate.

Consideration should be given to for=ation of a standing Safety Review Cc :ittee which could assist Licensing in the independent review of design codificati:ns, safety analyses, and off-normal transient event reviews of safety significan:e.
- Your review and recomendations should lead to a clear delineation of the responsibility of various organi:ations within the Division, in particular tne i Safety Analysis Unit and the Custcmer Service Ce;artment in the icentificatien fandresciutionofpotentialsafetyissues.
