The purpose c: :n.s mee::.ng was t.yough: to oe to d:scuss :ne loss of pressuri er.. level indi.ca:icn on all 35W plant.s.
The uti.liti.es

Mr. ?cstar cf the NRC opened the :iesting by. stating tha: the eurpc'se

v.
~.gepresentatives to this =ce:ing.
Mr. Foster ner: asked the utilities w so respond to the cues: ions he had sub=i ted (letter. attached).
~ The cues: ions were:
(1)
What previous experience of loss of pressuri:or level have o _ t.,
...s.,.
(2)
The facility where the even (s) were experiencei_
(3)
The dates of occurrence.
(4)
Whether the NRC was infor=ed of the event.
(5) h* hat evaluz: ion of the event *.was c.erfo.r=ed?
Duke power and piorida power did no: send a recresentative to the meeting because they have not experienced 'a loss of ' pressurizer level indication.
Mr. Hilbish stated that TMI #1 had not experienced any loss of pressurizer level indication.. TMI t2 had two such events (4/23/78 5 11/7/78) both,of which were reported to the NRC in LER's.
Both of these events were thoroughly. evaluated.
Mr. Enos stated that ANO-1 had experienced 2 transients during which pressuri:er level indication had be'en lost.
Neither even:
had been officially reported to the NRC although their inspectors were aware of both events.
Both events were evaluated by 35W and the ANO safety con =ittee.
As a result of those evaluations ANO believes tha: loss of tressurizer level indication is oniv ~
.n c as operational inconvenience and tha: RC pressurizer is suff'i'cien:
" to de:er=ine if the pressurizer has gone " dry"3.
Mr. Dieterich acknowled-ed tha: SMi.ID has had approxina:elv 33 trips s
a during which loss of
- evel indien:i:n occurred on 5 to 10 of those transients. These events were no: offici:11y reported to the NRC although their inspectors were aware of the loss of pressurize level indication.
SETD also had experienced two rapid cocidown transients during which pressurizer level indication was lost, these~ transients were evaluated a.nd reper ed to the NRC.
Mr. Jain described the one transient where loss of level indication had occurred at Toledo.
This transient was evaluated and reported to the NRC in an LER.
He further described the discussions that had occurred between Toledo, the NRC, and 35W.
The renzinder of the morning was spent discussing the consequences of loss of level
' indication, the differences be:veen D3-1 and the other 35W plants, and the dual level se: point for the stean generator at Toledo.
Mr. poster closed the morning mee ing by thanking the utilities for their coomeration.
He stated tha as far as he was concerned loss of pressuri::: level indica. ion was merely an operational *
- Tncony.enience and tha: the loss of pressuri er level was no: a safety concern.
He was reco==ending th : this issue be closed.
He agreed to send copies of his repor: to all utilities in
=g..a :eniance.
