review of our procedures and practices on reportirg arid resolving sita I
problems; 1.e., how we use operating esperience.
i Sface this sector of our business had already had considerable review as part of our Key Irsues effort in January (Availability Upgrade - Issue 4.7), I can report completion of several elegients of action needed rather than recommen-dations. The status is summarized below P
1.
MPGD instruction (Rev. 7) was issued (20 August) to upgrade SPR harJ1tng including key points:
o fianager. Operating Plant Services or Startup Services (for MSS) responsible for ticaly initiation, technical quality and proper h

Abnormal Transient Ocerating Guideline program is being funded by Owners Group. and is uncerway. These guidelines form a currently controlled baseline ofTur guidance to owner operations, and as such provide an r
exercised circuf t available for coenunicating changes which derive from w
operating experience.
t 7.
" Quick Look" evaluation of transients / reactor trips has been formulated as a pmgram under discussion with Owners Grouo. Scme Owners have accepted.
(
We will implement,on a risk basis and formal acceptance by Owners is expected within two weeks.
8.
Data Cs11ection for transients has been poor. For Quick Look we will be I
dependant on manual and phone data collecton. but our RECALL. (Logger) proposals. are expected to be out by mid-Septancer. We were scheduled T.
for 9/1/79 proposal, but are lookin we ceuld consider providing (free) g at an attractive alternate by which
,a' a hardened lock tight recorder module and selling a second module the owner could use flexibly. Still conceptual, but decisions will be madai by 15 September 1979.

9.
Tracking reports are provided to allow checking performance on SPft's.
I i
p
! believe the above steps.' complemented by the Preliminary Safety Ccncern
[
program which Don Roy is taking the lead for, will provide for accesp11shing excellent utt11zation of operating experience. The E. DeCarit ritviews will e
provide monitoring of actual realization. The follow-thru of the entire staff, but esycially Customer Service and E: gineering Departments, is~ needed to F,
achiem timely, higt: quality performance.
I will report on 1 October 1979 to close out the remaining incompletes, and
[
to inform you of our first month's experience.
