Members of the Commissions I have been informed that the NRC is considering issuance of an order which would permit LILCO to operate Shoreham at low pcwer even though there presently is no workable offsite emer.

likelihood that there ever will be such a plan.

I also under-stand that the' NRO proposes to issue this Order without ever solicitinsi the views of interested parties -- including suf folk -

County, within whose boundaries the plant would. operate.

4 The NRC should not proceed with the Order.

There is no neans to provide effective emergency pre'-

paredness for Long Island.

The Order which you are considering i

ignores this basic fact.

LILCO has submitted a so-called " Transition Plan,"

i which is a purported offsite " plan" which LILCO alone would I

atterrpt to inplement.

No local government supports LILCO's i

plan.

It is, in fact, unworkable.

FEMA's preliminary review of i

that " plan" (a review that never even focused on the central issue.of whether LILCO could rever implement its " plan") found many inadequacies.

The Commission is proposing to act in haste, without even allowing the parties to address the question whether low power operation should be permitted prior to resolution of the offsite emergency planning controversy.

Suffolk County is pre-pared to submit detailed legal papers addressing why no low power operation should be considered under the present circum-stances.

I personally am available to meet with you to bring to your attention the vital local concerns associ~ated with this matter.

The people of Suffolk County have deep and genuine concerns regarding their safety if Shoreham were permitted to operate.

The haste with which you are ' proceeding -- and the fact that you do not propose to extend even the courtesy of soliciting the views of those persons most directly affected by your action --

can only further deepen suspicions that the NRC does not care

enough about the safety of Suffolk County's citizens to act with due deliberation'and open-mindedness.
