W/ .,.s IV PETITION FOR INTERVENTION ON LICENSING OF BEAVER VALLEY NO. 2 I, GEORGE S. h111TE, a property owner in the Borough of Shippingport am one of the victims of CAPC0 Utility program in that area, hereby petition to become an intervener in the proceedings advertised by your Commission to issue a preliminary license to CAPCO and/or DUQUESNE LIGHT for operation of a 900 kilowatt nuclear plant known as Beaver Valley No. 2 and in support of my petition make the following averments:

1. My property is virtually within the confines of CAPC0 plants in that area since it is surrounded by their property which includes a proposed lay-down area in Beaver Valley No. 2 where thousands of trucks will create, dust, noise and fumes affecting my property. I am approximately 900 feet from the cooling tower of Beaver Valley No. 2 xru.c. P;urnico which pours condensation over my property and myself, my wife and tenants

. l meet expected demand, moreover, the new thousand megawatt plant, Bruce Mansfield No. 4 can well meet all the expected demand in our area.

7. If sabotage is the cause of the inadequate production of electricity at Beaver Valley No. I then why should we extend the right to operate another plant to managers who don't know how to protect against sabotage in the existing one (remember this is the very management at Beaver Valley No. I which hired security guards, one-half of which were found stoned on marijuana on an unexpected visit by your people) Remember this is the plant whose experts allowed radioactive water from the rad waste tank to be connected with drinking fountain - Remember this is the plant that hid more than 100,000 gallons of radioactive water in their unused nuclear storage pond for over one year before this violation was discovered by your inspectors.
8. It is particularly objected to by us interveners that the plant talks about 2,000 feet distance from some point in its area to homes that abut the plant, however, there are many homes in Shippingport within a far smaller distance from the reactors and the source of radiation in the plume of the cooling towers.
9. h'e also suggest that it is poor practice to put 2 nuclear plants next to each other. Assume that by some miracle one McLLra. Piurnico works and the other has an accident - an accident in one puts two out of-

10. We also object that a major accident would cause the death of everyone in the Borough of Shippingport, with thousands of people who work in the plant, and with small narrow roads leading out of town, frequently blocked by repairs, landslides, bridge problems and in the winter ice and snow, there is no way in which people in Shippingport could escape on time to avoid major accidents.
11. Anybody who sends somebody up to fly an airplane which crashed and kills them would be guilty of manslaughter for failure to test the plane before flight. I suggest that the manslaughter verdict would stand even if the people who designed the plane called each other and discussed computer simulation of flight but never put the plane in the air and tested it. HAVE YOU EVER HAD AN ACTUAL EVACUATION OF PEOPLE WITHIN TWO MILES OF THIS PLANT AS A TEST OF EMERGENCY DRILLS - COULD IT BE THAT NONE HAS BEEN DONE BECAUSE EVERYONE INVOLVED - YOUR AGENCY- THE FEMA AND THE PLANT MANAGERS KNOW THAT IT IS IMPOSSIBLE TO RUN A WORKABLE EVACUATION.
12. Why should you, when coal plants are getting ever cheaper, safer and perhaps better controlled on po11 tion, grant a license for this hazardous operation and these people have demonstrated their incompetence and put a hazard on my life and the people of Shippingport not to mention that the Greater Allegheny County with millions of KELLs.
