MONTHLY STATUS REPCRT Attached is the status report for the Midland Nuclear Construction Site covering the period of April 1,1983, through May 31, 1983.

The delays incurred in submitting this report are due to the Midland Inspection Site Team being involved in ASLB hearings, SALP preparation, preparation of Region III hearing testimony for the Congressional Subcom-mittee on Energy and the Environment, and participation in presentations to the Commission and the Congressional Committee on Interior and Insular Affairs.

SUMMARY

OF SIGNIFICANT MIDLAND ISSUES j

1.

Heating, Ventilation and Air Conditioning (HVAC)

The licensee has continued to identify and remove the ambiguities and deficiencies from the welding and surveillance procedures. However, these procedures are not developed to the necessary degree of sophisti-cation required to resume production welding. The licensee's earlier estimate of being able to resume work by the end of April 1983 is modi-fled to a present estimate of the end of June 1983. This change in schedule was necessary to accomodate resolution of additional deficien-cies identified by the licensee.

During the reporting period, one item of noncompliance was identified pertaining to HVAC equipment storage in the laydown area.

Electrical Cable overinspection of 100% of installed cables was completed by the licensee on May 19, 1983. Of 9,092 cables inspected, 9 cables were found to be improperly substituted. Additionally, approximately 6.3% of the cables were misrouted. The licensee has written Nonconformance Reports (NCRs) to address the overinspection findings and is evaluating appropri-ate corrective actions.

An alleger toured the Midland Site on May 7,1983, with members of the licensee's staff and the Midland Resident Inspectors. The purpose of the tour was to provide the alleger with an opportunity to point out specific problems and to clarify allegations. During the tour, a list of allegedly deficient hangers was provided to the NRC and Consumers Power Company. Allegations and concerns addressed in the allegers affidavit and identified during the tour will be inspected during inde-pendent investigations conducted by the licensee and the NRC.

Remedial Soils Work Authorization Subsequent to RIII approval, the licensee unsatisfactorily performed a load test of Pier 11 West during the week of April 25, 1983. The correc-tive mechanism to resolve Pier 11 load test data questions raised by the NRC is under evaluation by the licensee. On May 11 and 12, 1983, NRR and two consultants were onsite to review Pier 11 West load test data results and to provide technical assistance to Region III.

Authorization was also given during the report period for the following activities:

1.

Drifting and excavation of Piers 8 East, 8 West, 10 East and 10 West.

2.

Preliminary work on Service Water Pump Structure (SWPS) involving shallow probing for buried utilities and instal-lation of temporary dewatering wells.

Preliminary work on the Borated Water Storage Tank (BWST) involving drilling of sheer connector holes for installation of a new ring beam.

4.

Significant Meetings The Midland Section of the Office of Special Cases participated in the Atomic Safety and Licensing Board (ASLB) hearings held during the last week of April and the first week of May.

The Midland Section's involve-ment included on-the-stand testimony and technical support to NRC lawyers.

On April 19-22, 1983, the NRC Caseload Forecast Panel met in Midland, Michigan. Midland plant construction status was reviewed and licensee fuel load date was evaluated for accuracy.
