Charles Shapiro CSR Doyle Reporting Inc. hN On February 16 Edison the BE personn,el who would attend the February 251 meeting and the subject matter we were preparing to discuss.

Mr. John Miller, Chief Engineer, then commented as follows:

[

1.

The February 25 meeting is a working meeting to discuss, in depth the bid regnes t document.

At the Westinghouse m,eeting which took place on February 8, they met all day, terminating at 1:00 PM, in spite of stating at the beginning that 1

they had relatively few comments to make about Consequently the document.

presentations,. we should not plan to g'ive any formal However, properly prepared with the proper presentation material and where it fits into our discussions of the bid reques,t document, Mr.

Wascher should be prepared to discuss the results of Md's preliminary safety review meeting with the Department of Reactor Licensing on February 23 and the relationship of MW's PW3 design to the 27 design criteria of AEC, Mr. MacMillan the summary of MW's proof testing of components and, Mr. Montgomery, the subject of various fuel purchase proposals.

Mr. Miller felt that we would be diluting their impact, if we brought to the 25th meeting Messrs. Harrison, Mackenzie and Rowand.

1.tt.c to ca.e on. co.w wo e. aject oair.

-2 our corporate capability to manage and execute a contract on schedule.

I will make arrangements for this meeting.

These comments have been passed to Messrs. Harrison, Mackenzie and Rowand and they concur with Mr. Miller's thoughts.

_ Messrs. Montgomery and Favret have been contacted on February 18 and requested that each paragraph of the bid request document be assigned to a specific individual who will be responsible for proper preparation to handle the subject matter.

I would expect that all paragraphs could be handled properly by one of the following:

Favret, Coughlin, Montgomery, MacMillan or Wascher.

However, if a particular subject can better be handled by an individual other than the persons named above, please advise me so that a decision can be made on this.

As a result of Mr. Heller's visit to Metropolitan on February 17, 1966, we should be the 25th in the following areas: prepared for discussions on 1.

The customer is interested in the subject of recycled plutonium fuel, what our programs might be in this area and whether our reactor design might be able to accommodate such fuels.

2.

Referring to the preliminary bid request document, paragraph 513, Page 15, Metropolitan Edison feels that these load transient conditions are turbine limited.

'40 should be prepared to discuss this subject.

3 Regarding containment, Gilbert Associates is apparently leaning towards double containment in spite of the fact that other reactor manufacturers are talking single containment.

They would expect our thoughts on this subject.

I believe we should give consideration to the waffle type containment, which is a compromise between single and double containment, because of the possibility that it could be sectionalized and tested.

Since the 25th meeting will be a working meeting reviewing paragraph by paragraph, the preliminary bid req, uest document, I would like Dr. Coughlin to actually be the monitor for the W4 group.

He has spent considerable time with the Metropolitan Edison peopic, they respect him and it would be his responsibility to assign the discussions to the predetermined individuals, as mentioned above, as the subject matter is covered in the meeting.
