g w..
i During a review among Eam. Womack. Vascher and Kosiba on 17 April is which we discussed the ACES session on Three Mile Island yesterday, it became clear to se that we need an established vehicle for communicating under-standing of how the 555 behaves when it responds to various incidents.
- b SEh a, document that outlines the principles of operation of the plant and the way in which that plant will respond to certain incident coaditions would be useful as a consunication vehicle in the following three domains:
In coursunicating withia NpCD,from the Analysis people to e

cas use the material in training of their operators as a refresher to be sure that the basic understanding necessary to cope with plant transients such as Three Mile Island'2 is enhanced.
F The way la which we would butid up such a product and use ic is something I wish you would work with Elliott and others to develop. Without such a vehicle, it is quite risky that we will end up doing auch work and having such understanding within the building but not bringing that understanding to bear on the actual care and operation of our plants.
