g n I have considered the questions asked by you on tbc difficulties associated with NPCD. The following re=srks address each phase in particular.

Ite 2 1 - B&W's and :?CD's insbility to anticipate industry trends:

We have in the past tended to be an industry fo11sver with rer.pect to innovations l

in such areas as load following, core fuct limits, etc.

It appears vc hwe ca. ken j

sa extrescly definite position with res.pect to evaccing to tren:!s rather thsn j

snticipating what =ight happen. Our R&D ef forts have been directed to t*.ic arcs of response to technical prob 1c s that Live ariscis in the scope of supply aseo-l

{

cisted with existing contracts. To chan.;c our position, it will be nece.ssry to increase our svareness of the ciisto.ce'n perecived prob 1'c=s with the B&W r.yste=

through increased coatset with the technical repren at. dives of operatin: cu.to-i cers and increased sales activity with the utility cansp, czent. 1his will give us a cuch better un:!ctstandin, and feedback to us.ta to the trends within t'.c utility j

i industry as reisted to nucicar secas su;> ply systces.

Ite-s 2 and 3 - The current concern that there is a 1sck of urgency in gettina work donc at NFCD and thit,NPC3 operates in an extrc=cly relaxed i

code giving the appearsace of a Contry Club st=ospherst l

These two items are very. very close'ly reisted. It is my belief that they are caused by the continual slip in the schedules as related to the NSSS cor.trsets.

l The esnsge cat appresch esken by project canage=ent and engineering encoursges i

the engineers working on a contract to dcIsy or string out work until Reg. Cuides or'delsys are resolved. My suggestion is 'that vc develop and esintain a schedule l

of vork on a contract which is con;iistent with the earliest possibic delivery of the liccasie.g docu= cats and purchase of =aterist as is possibic for the particulst

[

l contract. The changes in custa=ce schedule should not be allowed to siter the E5W internal schedule. sad project canagement and engineering einsgement should nake l

an utmost t.ffort to =ccc the eriginsi contract schedale. This vill maintain an at osphere of crisis in engineering to get the appropriate work done. The estly co:plccion of verk vill allov sore appropriate charges for new Reg. Guides and i

custo.cr schedule delays. It cust be reco;nized that pursuing such a policy vill cause concern with the engineering force bcesuse th'sy vill be running out of vork associated with the prinsry NSS contracts. The current delay and extension of schedules create new work, and BL'J vould get the appropriate co=pensation fro: the custc=ces who in fact have caused them.
