Responding to'questi'oEs'on load following ccp' ability 30W representativos noted that their reactor as compared to a Westinghouse reactor contained appre cichly = ora reactivity in control rods and therefore

_, had grotter load _following capabilities through use of control rods alona.

69 control rods would be

~

supplied which could easily follow rs=p changes up or down; over the life of the core, of 105 par minute.

It was further noted that some up ramps might be limited to 905 of capacity because of the possibility of overshooting.

This limitation, however, anut under study and might be alleviated with the automatic' equipment that SaW included in its offer.

Discussi*on of En7 Offer '

30W submitted a brief scope document, Proposal A5-91, dated' January 26, 19G7.

Jersey Central representatives noted that this was an inadequate description of the equipment, and terms and-conditions offered and requested.a detailed prop osal..,EEW, agreed to submit this on either February 17 or 20.

In discussing the BLW offer Jersey Central representatives c

noted that no detailed description of the equipment or 1 terms and conditions:had bean received and that Jersey Central understood it had been offered and had accepted identical' equipment, scrvices and tares and conditions which

,.e had been accepted by %et-Cd.-

Mr. Favrct agreed that this

{?I was the case and, noted that so=a o( the terms end conditions

had not yet been negotiated but that as they were settled they would apply.to both %at-Ed-and Jersey Central.

He did note,.however, that t Jersey Central' site had-not been

~

solacted and that sono'diffarenec batwacn the Mat-d and-J rcay Cantral offcr would to dictated by'sita ccnditions.
