This letter is response to an inspection conducted by Mr. E. L. Clay of your staff on February 28 - March 4,1983 at the Babcock 6 Wilcox Commercial Nuclear Fuel Plant.
During the course of the inspection, the inspector noted that certain of the activities appeared to violate license requirements. Since response to the apparent violations is subject to disclosure only in accord with 10 CFR 2.790(d), specific discussion of the inspection findings is enclosed as Attachment I.
The inspection findings were discussed in detail during an enforcement con-ference held in Lynchburg with you, G. P. Coryell, and E. J. McAlpine of your staff, and J. T. Ford, D. W. Zeff, R. A. Alto, J. Ficor, R. T. Shutt, and N. K. Canody of the CNFP on 4-1-83.
Subsequent to the enforcement con-ference, Messrs. Ford and Zeff met with members of your staff in Atlanta to establish operational definitions for similarity of geometry, sufficiency of measurements, and anticipated shipper-receiver differences. We believe the meeting was mutally beneficial and resulted in creation of an approach which would assure that verifiable means of compliance would be established.,
