Waterford SES Unit Number 3 Docket Number 50-382 SPDS, Safety Evaluation Report Section 7.5.4

Dear Sir:

In the original Safety Evaluation Report for Waterford 3, dated July, 1981, the Staff required LP&L, in section 7.5.4, to obtain an independent organization to evaluate the capability of the proposed Plant Computer based SPDS to meet the functional criteria of NUREG 0696.

In addition, a coordinated computer power supply reliability study was to be performed and submitted to the Staff.

With the issuance of Supplement 1 to NUREG 0737 the regulatory requirements for SPDS were clarified.

By our referenced letter LP&L committed to meeting applicable Emergency Response Facility requirements addressed in Supplement 1 including those for SPDS.

In light of these changes it is our position that the present Waterford SER Section 7.5.4 is inappropriate. We request that this section of the SER be amended to reflect current NRC requirements and LP&L commitments for the SPDS.

Specifically, we request deletion of the requirements for an independent review of SPDS compliance with NUREG 0696, and the computer power supply reliability study.
