SUBJECT:
REQUEST FOR ASSISTANCE CONCERNING EMERGENCY PREPAREDNESS ISSUES AT FERMI 2 The purpose of this memorandum is to formal [y request the support of the Federal Emergency Management Agency (FEMA) in responding to emergency pre-paredness i.ssues which have been raised by Monroe County, Michigan, in the loperating license proceedings for the-Enrico Fermi Atomic Power Plant, Unit 2.

.This request is in accordance with the Memorandum of Understanding between FEMA and NRC dated November 4, 1980.

Monroe County filed a petition to intervene in the Fermi 2 proceedings in August 1982, four years after the opportunity for timely intervention had i
expired and after the.close of evidentiary hearings.
The Atomic Safety and Licensing Board, in an October 29, 1982 decision, denied the petition.
The County appealed the decision to the Atomic Safety and Licensing Appeal Board which, in a December 21, 1982 decision, affirmed the denial.
However, the Appeal Board noted that Monroe County's emergency planning concerns are real and should be addressed.
The Appeal Board forwarded the petition to tne NRC f
staff and requested that the petition be treated under 10 CFR 2.206 of the j
Commission's regulations as a means for assuring t' hat the County's concerns I
are evaluated.
Ponroe County has identified eight emerg6ncy preparedness issues in their petition, all of which are related to the adequacy of the County emergency plan for Fermi 2.
As summarized by the Appeal Board, the County asserts that
' it (1) lacks the bus capacity to evacuate people who are without transportation, (2) doubts the willingness and training of volunteer emergency workers to carry out all of their assigned tasies, (3) lacks sufficient funds or expertise to undertake recovery and reentry operations, (4) questions whether an evacuation can be successfully accomplished, given the length of time needed to mobilize command officials, the inadequacy of existing roads' and the frequent impasf-ability of the roads in winter, (5) lacks sufficient personnel to staff CONTACT:

decontamination / reception centers, (6) questions whether potassium iodide supplies can be made available quickly, (7) believes the monitoring systems now in place to detect radiological releases are inadequate and (8) douets that the. method chosen for decontamination of cars and trucks is adequate.
We recognize that these concerns will be encompassed within the normal course of your review of offsite emergency plans and preparedne.ss for the Fermi 2 site.
However, in view of the Ccunty's concerns and the direction of the Appeal Board in this case, we request that FEMA prepare a report addressing the emergency preparedness issues raised,by the County, including the adequacy of offsite plans in these specific areas and the necessity for any corrective measures needed to assure that public health and safety is adequately pro-tected.
The report should be in a format suitable for enclosure in an NRC~
reply to the County and would be the basis for a FEMA and NRC staff presenta-tion to the Commission prior to the decision regarding the authorization.of a full power license for Fermi 2.
To meet the current licensing schedule, the report should be completed by May 1,1983, with the presentation to the

Commission to be made some time later.
We have enclosed for your informatiori the orginal County petition, the decisions of the Licensing and Appeal Boards, a copy of the letter sent to the County in response to their petition and a copy of the Federal Register notice related to the disposition of the County's petition.
