SUBJECT:

MEETlHG ON SEISHIC PLAN FOR WEST VALLEY On June 8,1983 the NRC staff and its consultants met with the Department of Energy staff and its consultants at the West Valley site. The purpose of the meeting was to discuss the nethods being used by Dames and Moore to develop a realistic seismic basis for design of structures and equipment for the solidification of the high-level wastes at West Valley. A list of 1

meeting attendees and the meeting agenda are attached.

Dames and Moore intends to develop the relationship of seismic accelerations as a functionsofexceedance probability for the West Valley site. The relationship would also include information on the uncertainties associated with size, location, vibrational spectra, recurrence, and attenuation. The product will be semilog plots showing the relationships which can be used as a portion of risk models for the solidification work.

Both the NRC and the USGS will be asked to review and coment on this study 5

which should be completed in draft by early Fall.

We stated at the meeting that the method described was sound. We advised the Department and Dames and Moore that some effort was needed to resolve some discrepancies noted between this work and other studies. The New York State seismologist noted that the largest error, and perhaps. dominant difficulty, was in developing the uncertainty for the lack of knowledge on maximum earthquake potential. Dames and Moore felt that the 2000 year recorded Chinese history may be helpful in reducing this uncertainty.
