This is to inform you of our receipt of the Federal Emergency Management Agency's (FEMA) approval of the State of Michigan's Emergency Response Plan as well as associated local plans related to the Big Rock Point Nuclear Power Plant. These plans have been reviewed and approved by FEMA Region V and the FEMA Headquarters. A copy of the letter dated May 16, 1983, from Mr. Dave McLoughlin, Deputy Associate Director, State and Local Programs Support, FEMA to Mr. William J. Dircks, Executive Director for Operations, U.S. Nuclear Regulatory Commission is enclosed for your information.

Please note that this approval contains a condition that the adequacy of.the public alerting and notification system must be verified according to the FEMA / Nuclear Regulatory Commission joint criteria as listed in NUREG-0654/ FEMA-REP-1 (Revision) Appendix 3.

-Pursuant to 10 CFR 50.54(s)(3) the Nuclear Regulatory Commission approves the State and: local emergency plans based on a review of the FEMA findings with the one limiting condition stated above.

The Safety Evaluation Report (50-155/82-19) issued by P.egion III on March 25, 1983, concludes that the licensee, Consumers Power Company, has an emergency plan for the Big Rock Point Nuclear Power Plant that meets the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50. Thus, both onsite and offsite plans are NRC and FEMA approved with the one condition for the offsite plans as noted in this letter.

In accordance with the proposed Federal Emergency Management Agency (FEMA)

Rule, 44 CFR 350 (proposed), the State of Michigan submitted its Michigan Emergency Response Plan and associated local plans related to the Big I.

Rock Point Nuclear Power Station to the Regional Director of FDIA Region V for FEMA review and approval. The Regional Director forwarded his evaluation of the Michigan. State and local plans to me in accordance with Section 350.11 of the proposed rule. His submission included an evaluation of the Big Rock Point exercises conducted on June 24, 1980, and April 6,1982, and a report of the public meeting held on December 15, 1980, to explain the site-specific aspects of the State and local plans. The State of Michigan has provided schedules or has actually corrected the significant deficiencies which surfaced at the latest exercise on April 6,1982.

l Based on this evaluation and a review by the FEMA Headquarters staff, I find and determine that, subject to the condition stated below, the plans and preparedness of the State of Michigan and the applicable local governments adjacent to the Big Rock Point f acility are adequate to protect the health and safety of the public living in the vicinity of i

that plant. The plans and preparedness have been found to be adequate because there is reasonable assurance that the appropriate protective measures can and will be taken offsite in the event of a radiological emergency. The condition for the above approval is that the adequacy of the public alerting and notification system must be verified as called for in the FEMA / Nuclear Regulatory Commission joint criteria as stated in NUREG-0654/ FEMA-REP-1, (Rev. 1), Appendix 3.

Accordingly, I approve the State of Michigan's State and local plans relative to the Big Rock Point Nuclear Power Station subject to the aforementioned condition.
