$SMU-SACRAMENTO MUNICIPAL UTILITY DISTRICT O 6201 S Street, Box 15830, Sacramento, Califomia 95813; (916) 452-3211 RJR 83-504 June 17,1983 DIRECTOR OF NUCLEAR REACTOR REGULATION ATTENTION JOHN F STOLZ CHIEF OPERATING REACTORS BRANCH 4 U S NUCLEAR REGULATORY COMMISSION WASHINGTON D C 20555 DOCKET 50-312 RANCHO SEC0 NUCLEAR GENERATING STATION' UNIT N0 1 CONTAINMENT INSTRUMENTATION UPGRADES NUREG 0737 ITEMS II.F.1.4, II.F.1.5 and II.F.1.6 Our May 6,1983 letter on this subject, was written to clarify and correct information contained in prior correspondence dated May 24, 1982 (NRC),
June 11, 1982 (SMUD) and September 8, 1982 (NRC). Unfortunately, our May 6,1983 letter, contains an error which requires correction.
In addition, further District review of these correspondences indicates that additional clarification is required.
Our May 6, 1983 letter, stated in Attachment 2 that, "The strip chart recorder for pressure up to the containment design pressure is not a new device....".
In actuality, the existing instrument display is an indicator, not a recorder.
Slowever, the signals from each of the three SFAS containment pressure instru-ments are inputs to the plant computer and thus can be recorded on the computer trend recorder (s). There is currently no plan to alter the design just described for the indications of pressure up to the containment design pressure.
0ur May 6,1983 letter and your September 8,1982 letter, mentioned 18 trend recorders which are to be installed in the Control Room as part of the Interim Data Acquisition and Display System (IDADS), a computer system which is being installed at Rancho Seco. We would also like to clarify that these are really three (3) recorders with six (6) pens each rather than eighteen (18) independent recorder channels. As stated in our May 6,1983 letter, our intention is to provide hard-wired connections to three (3) trend recorder pens for the wide range containment pressure, wide range containment water level and containment hydrogen concentration signals because we do not anticipate completion of IDADS befcre the end of the current refueling outage. However, upon completion of N

, 1983 IDADS installation and testing,-it is our intention to connect these signals to.the IDADS and recording on the trend recorders will be via assignments through the IDADS computer.
Consequently, we seek approval to record these three signals either by hard-wiring to the previously described trend recorders or by recording via the-IDADS computer system.
